John Harris Library, University of Benin and Benson Idahosa University Library, both in Edo State of Nigeria were used as case study. The primary objectives were to ascertain the level of automation to determine the usefulness of ICT resources the effectiveness of ICT resources the required skills in using ICT resources and the factors militating against the effective use of ICT.

Taking into cognizance the recent trends in ICT and the Nigerian situation, this work elicits the impact of ICT in Nigerian University Libraries. Information and Communication Technology (ICT) has brought unprecedented changes and transformation to academic libraries and information services. Consequently, it was recommended that all these problems should be addressed to enable the libraries meet the main objective for which they are established. As beneficial as ICT application is to library personnel, certain constraints were encountered namely absence of automation policies and strategies to support and guide the use of ICTs, inadequate funding to sustain ICT infrastructure, inadequate/erratic power supply and limited, expensive internet bandwidth, failure to organize workshops and conferences to train and update the library staff, and lack of adequate knowledge and skills to manage digital information resources. It was also discovered that ICT was averagely applied in virtually all the library operations like acquisitions, circulation cataloguing and classification, etc. The findings of the study revealed that there were various types of ICT facilities used for staff development. The main instrument used for data collection is the questionnaire and the data gotten was analysed using tables of frequency distribution and, percentages.

A total enumeration method of sampling technique was adopted for the library personnel, while a random sampling technique was adopted to select 50 users from each parastatal under study making a total of 200 respondents. The study adopted a descriptive survey design with a study population of all library personnel and users of the libraries under study. This is a survey research on the utilisation of ICT in library personnel development in educational parastatal in FCT objective of this study is to determine the availability, application and usage of ICT for staff development.
